Request for Quotations: Community Engagement Facilitation

Crewe Town Council is seeking to appoint an experienced community engagement facilitator to work with community groups whose histories are currently underrepresented.

Heritage is a key area for development to support the regeneration of Crewe. It provides a tool for developing pride, fostering a sense of identity and raising aspirations. Work has focussed on honing the heritage narrative of the town to achieve these aims and support placemaking decisions. This is helping us expand our understanding of Crewe as a railway town to acknowledge the significance of Crewe Works, and recognise Crewe is a town built as the result of a workplace.  We now wish to broaden out this narrative to ensure it is reflective of our residents.

The project should ultimately provide content for the stories uncovered to be permanently represented in Crewe’s heritage narrative. The successful applicant will need to:

(i) Develop an understanding of Crewe’s heritage and identify opportunities to enhance this to ensure more representation.

(ii) Develop an understanding of Crewe’s residents and how they engage or do not engage with heritage to devise interventions that will be received well.

(iii) Work with the Crewe Town Council Heritage Manager to:

  • Define the outcomes and outputs for the project
  • Identify and engage community groups to deliver the project.

(iv) Identify and develop appropriate resources to achieve the agreed outcomes and support engagement with community groups, many of which may feel heritage is not for them.

(v) Facilitate in person engagement with the identified community groups to achieve the outcomes of the project and build relationships.

(vi) Develop tools for evaluation of the project and use them to demonstrate its impact.

(vii) Identify future opportunities to continue developing community engagement.

(viii) Create a toolkit to support community engagement after the project has concluded.

The fee for the project is £16,000.

To submit a quotation please read the Full Brief, Appendix A and Appendix B. Your submission should include:
  • An outline of the process for developing each element of the project defined in 1.2 of the Full Brief.
  • A detailed cost breakdown for providing the services required. Costs must be inclusive of all expenses and exclusive of VAT (where applicable). The breakdown should include a payment timetable. Please use Appendix A to submit this.
  • A CV for all team members.
  • Evidence of relevant experience of projects of comparable scale, scope and complexity.
  • Evidence of insurances and indemnities.
  • Contract management arrangements should any proposed member of the team be unable to complete the contract.
  • Availability to deliver the contract.
