1.1       About Crewe Town Council

Crewe Town Council was formed in 2013 as the result of a referendum, with a role to provide a strong voice for Crewe. The parish of Crewe is broken into six wards. The Council is made up of twenty elected members (Town Councillors) and a small team of officers work to deliver local services and activities.

1.2       RFQ Background

Crewe is a hive of activity when it comes to events, arts and culture and Crewe Town Council is proud to be a part of this.

Crewe is in a time of change and opportunity, with redevelopment of the town centre underway and new exciting cultural projects and initiatives emerging. Local residents and organisations alike are invigorated and passionate about the role of events and culture in the town, both now and for its future.

Crewe is home to some great examples of well-established cultural assets such as Lyceum Theatre, Crewe Heritage Centre, Crewe Library, a new history centre which is currently being developed, as well as a rich programme of annual events delivered by Crewe Town Council and other key stakeholders.

Ly2 is a new cultural community space in the heart of Crewe town centre. The square, previously a car park, opened in June 2023 and saw the space transformed into a multi-use creative community space aimed at providing opportunities to engage with arts, culture, performance and creativity.

The vision for Ly2 was developed by the Crewe Cultural Forum – a collaboration of residents, organisations and businesses in Crewe. The space aims to enhance the setting of the Lyceum Theatre and Crewe Market Hall and create a cultural heart for the town centre.

In summer 2023 to support the launch of the new space, Cheshire East Council secured funding from arts council and, with support from partner organisations including match funding from Crewe Town Council programmed a series of launch events in summer 2023 that tested the facilities but also demonstrated to the community how the space could be used.

The programme was well received but since the funding came to a close it is apparent that the community need further support to begin programming in the space which needs to be enabled through further community engagement and further demonstrations of how the space can be used successfully and safely for those programming, visiting and neighbouring the space.

2.      Procurement Process

The Council has elected to utilise a Request for Quotation (RFQ) procurement process to select an appropriate partner for this requirement and has invited several providers to submit their costs.

The decision to appoint the successful quoting organisation will based on a best value approach and within a fixed budget. Consideration of the quoting organisation’s past experience, understanding or the opportunity and their proposed approach will be key features under consideration along with their breakdown of costings that will demonstrate their value for money.

About the Opportunity

Crewe Town Council is seeking to work with an individual or organisation that is skilled and experienced in working with communities to create exciting, inspiring events programmes.

You will be responsible for developing a summer/autumn 2024 programme of events and activities for Crewe’s new event space Ly2.

This requires a specific representative who can bring creativity, community engagement  skills and excellent event management to the table in equal measures.

Responsibilities

  • To programme an exciting variety of small community focused events and activities for Crewe’s new events space Ly2 (Lyceum Square) throughout summer and autumn 2024 making use of the stage and screen onsite.
  • To promote, enable, manage and support community bookings of the space through positive community engagement.
  • To manage relationships with other stakeholders in the town especially those neighbouring Lyceum Square to ensure all activity is of positive value to all.
  • To gain all permissions required to deliver events in the space from the borough council, Cheshire East Council and Cheshire East Highways.
  • To take the lead role in health and safety management for the space including carrying out risk assessments and SOPS for each event/activity in line with the HSE and the purple guide
  • Developing and delivering all events management and provision planning including carrying out all medical, security, stewarding, traffic management, stewarding, safeguarding and welfare assessments and planning in a timely manner.
  • To document and log all operational knowledge of the space in order to produce tool kits and resources that will support future community delivery
  • Work with Crewe Town council to develop a “Friends of Ly2” group or similar to promote community ownership of the space
  • Evaluation and monitoring of all activity in the space
  • Must be able to work flexibly across weekdays, weekends and evenings as required
  • Must have a full clean driving licence and be able to travel to Crewe multiple times a week for events, community engagement and meetings.

Qualifications and training

  • IOSH Managing Safley or equivalent essential
  • Events/Crowd Management Qualification or equivalent essential
  • ACT (Protect UK) training essential
  • Safeguarding Training essential
  • Level 2 first aid trained
  • Community engagement qualification or experience would be beneficial
  • Level 3 qualification or equivalent experience in a performance based arts or stage technology discipline would be beneficial
  • Enhanced DBS check
  • Full clean driving licence
