  RESOLVED: That the minutes are approved as a true record of the meeting

  A period not exceeding 15 minutes for members of the public to ask questions or submit comments that relate to the items within the agenda.

5 To consider making a response to the following planning applications:
   

25/0234/HOUS 41 Barthomley Crescent, Crewe, Cheshire East, CW2 8TP Remove glazed conservatory and build extension at the rear of semi detached dwelling. This will form disabled persons facilities at ground floor level and provide sleeping quarters, ablutions and wheelchair access to existing dwelling, new facilities and rear garden.

The committee expressed support for the proposals

25/0628/VOC 205 Middlewich Street, Crewe, Cheshire East, CW1 4DN Variation of condition 2 on application 23/2158C – Erection of 2 No. dwelling houses with associated access and landscaping

RESOLVED:  That the committee objects to the proposals based on overdevelopment of a backland site.

25/0330/FUL Morning Foods Ltd, North Western Mills Gresty Road, Crewe, Cheshire East, CW2 6HP Mill extension

24/4241/FUL 184 Walthall Street, Crewe, Cheshire East, CW2 7LB Conversation of traditional Victorian terrace to 2 no independent dwellings.

RESOLVED: Whilst the committee does not object to the principle of development, the committee objects to the application on the following grounds:

i.                    No detail for sustainable bike storage

ii.                   No detail for sustainable off street waste storage

iii.                 Lack of off street parking, contrary to Cheshire East planning policy

iv.                 No independent access to the rear of the property, such as an external stairway, which demonstrates lack of amenity space for the proposed 1st floor unit and poor access to potential off street waste storage, which will lead to on street waste storage.

24/1659N 26 – 28 High Street, Crewe, Cheshire East, CW2 7BN Roof extension and new exterior finishes to create a three-storey building with rear parking. Ground

Floor – Two commercial units – E9a) and E(b) existing use. First and Second Floors – Change of use to residential.

RESOLVED: That the committee objects to the proposals on the following grounds:

i.                    Inadequate provision for off street parking, contrary to Cheshire East Planning Policy

ii.                   Units 3,4,7 & 8 are below technical minimum housing standards residential space, as adopted by Cheshire East Council.

iii.                 No residential mix, contrary to Cheshire East planning policy (it was noted that units 3&4 and 7&8 could be merged to provide 1 unit per floor with multiple bedrooms).

iv.                 The application property address is inconsistent, causing lack of clarity.

24/5199/FUL 3 Chester Street, Crewe, CW1 2LB Proposal for a change of use from offices to 4 self contained flats with internal alterations

RESOLVED: That the committee objects to the proposals on the following grounds:

i.                    That the proposed units may not meet technical minimum housing standards, as adopted by Cheshire East Council.

ii.                   Inadequate provision for secure cycle storage

iii.                 Lack of external amenity space with no access to public amenity green space in close proximity.

iv.                 Inadequate provision for secure and sustainable off street waste storage, which will lead to on street waste, whish is already an issue in this area.

v.                   Concern for residential safety due to single access and egress.

vi.                 Lack of off street parking, which is contrary to Cheshire East Planning Policy

25/0332/FUL Old Manweb Depot Electricity Street, Crewe, Cheshire East, CW2 7EW Construction of a 4-storey building providing a 72-bed care home (Use Class C2), together

with associated landscaping, car parking and other associated external works

Whilst the committee does not object to the proposals, it was sought that consideration was given for the following benefits:

i.                    Provision of nesting boxes (specifically swifts)

ii.                   Enhancements to the river bank on the site to support its value for nature as well as sustainable urban drainage and potential future active travel route.

iii.                 Provision of a travel plan

iv.                 Potential for additional parking capacity

v.                   Consideration of working with  Crewe Town Council to install a heritage interpretation board on the site to provide information on the heritage of the site.

  8.1 Cheshire police – Crewe Deployment Base on land off David Whitby Way, Basford East

Representatives for the proposed project provided a presentation regarding the proposed development and the potential for town centre provision following relocation to the new site.

It was sought that the development considers access and egress from the site away from the adjoining residential street (suggested to be on to David Whitby Way) to reduce impact on amenity as well as risk associated with emergency responses setting off on to a residential street.

The chair of the committee sought a commitment from the representatives that the town centre provision would be as per the briefing information provided (“circa 10 officers”). No such commitment was given. It was clarified that the town council would have serious concerns if the town centre provision was not adequate.
