Proposal: Roof extension and new exterior finishes to create a three storey residential building with parking. Change of use to residential.
Location: 26-30, HIGH STREET, CREWE, CW2 7BN

The committee supported the principal of development in this location but identified aspects of the proposals that were not sustsainable or appropriate development at this site.

i.                    Units 6, 7, 10 and 11 do not meet the minimum technical housing standard for accommodation size and therefore represent overdevelopment of the site. It would be more appropriate to provide fewer units of higher quality and floor space to demonstrate appropriate scale of development.

ii.                   The Proposed Site Plan does not have a red line boundary and therefore doesn’t meet validation requirements

iii.                 The safe and appropriate access and egress from the available parking spaces shown on the proposals is not detailed and requires definition to ensure that it is achievable in a safe and appropriate manner.

iv.                 The proposed quantity of parking spaces does not meet Cheshire East Planning Policy and will create local issues with on street and on pavement parking which is unsustainable.

v.                   The proposals must demonstrate net biodiversity gain to meet planning policy. This may include for swift boxes, as well as other nesting boxes and invertebrate habitats.

vi.           S106 contributions should be sought to mitigate the lack of amenity space for units with no outdoor facility or space.

Proposal: Proposed Change of Use from former Church Hall/Childrens Pre school to House in Multiple Occupation C4
Location: First Friends Pre School, Vincent Street, Crewe, CW1 4AA

RESOLVED: That the committee objects to the proposals on the following grounds:

i.                    Overdevelopment of the site the proposals are a clear representation of over-development of the site providing very low quality and high density accommodation which is considered unsustainable and socially damaging.

ii.                   Loss of amenity for neighbouring residents due to noise and on street waste due to the proposal’s high density and low social sustainability approach

iii.                 Lack of off street parking does not meet planning policy and will lead to on street parking issues in an area already over-subscribed for on street parking.

iv.                 Lack of environmental sustainability within the proposals, which do not provide for net biodiversity gain, sustainable energy production (solar panels or EV charging, which does not meet planning policy.

v.                   The location for this type of development is entirely inappropriate. The area is traditional terraced housing that provides accommodation for families and it has been demonstrated and sustained in the past that further proliferation of HMO accommodation in Crewe is unsustainable. Article 4 Directives have been established to prevent these unwanted and poor quality developments that deliver no value to the community but are to the detriment of the community.

Proposal: The proposed development is for fitting of a kitchen canopy with an external flue. 12 high street is now occupied by Oden Lounge (albeit not yet trading). Craft beer Oasis previously operated from this address as well as 14 high street. Oden Lounge will only operate from 12 High street selling food and drink for consumption (mostly) on the premises which falls in Class E(b) same as Craft beer Oasis.
