It was noted that the application was fundamentally and materially unchanged in terms of scale and design, other than potentially amendable internal layout.
RESOLVED: That the committee objects to the proposals on the following grounds:
i. Access details are poorly defined and risk detrimental impact on existing residences
ii. The scale of the proposed dwelling is such that it will overshadow neighbouring gardens and thereby adversely affect the amenity of those properties and their right to light
iii. Neighbour comments display detailed issues and concerns relating to the proposal.

Whilst the committee expressed no objection to the principle of development and proposed residential layouts, the application does not support sustainable development and planning policy principles associated with environmental sustainability and it is sought through amendments to the proposal that the following is addressed:
i. Production of sustainable energy (eg provision of roof-mounted solar panels)
ii. Net biodiversity gain (such as provision of bee bricks, swift and other bird box installations).

9 To note correspondence associated with planning enforcement
9.1 24/00179E Buchan Grove
The clerk is directed to submit a formal complaint to escalate this is issue as the response from Cheshire East Planning Enforcement is seen as unacceptable in consideration of issues at the site:
i. Impact on local residents’ amenity due to the dereliction of the site
ii. The site is not secure and is unsafe, creating a danger of harm as well as further vandalism and anti-social behaviour
iii. The prevalence of vermin on site
iv. Overgrown vegetation obstruction the highway/pavement

The committee commented that a budget to support environmental projects was considered as appropriate and to what level is to be requested will be discussed at future meetings

13 Member Items
13.1 Cllr John Rhodes – Understanding the impact of temporary and short-term accommodation developments and the extension of Article 4 Directives.
The committee is to invite Cheshire East Representative of Strategic Housing and Planning Policy to discuss how the Article 4 Directives in Crewe have been evaluated and how changes in uses is monitored (eg changes from family homes to temporary/short-term accommodation (eg Airbnb)
