[NOTE: Cllr Houston joined the meeting at this point] RESOLVED: That the committee objects to the proposals on the following grounds: i. Loss of amenity for the neighbouring residences due to light pollution ii. Loss of amenity for neighbouring residences dues noise and disturbance, specifically associated with the 24 hour and 7 days a week operational model proposed. iii. Concerns relating to inadequate highways access for traffic access to the site on a non-scheduled basis as well as impact of on street parking in the area causing traffic flow issues. iv. The onsite parking capacity does not demonstrate adequacy and may lead to additional on street parking pressures in the access streets.

RESOLVED: Whilst members supported the principle of the development proposals, the committee objects to the designs on the following detailed points: i. The gross internal floor area for individual units shown on the room floorplan drawings do not correlate to the displayed table of unit sizes. To this end, 15 out of the 17 units are significantly below minimum technical housing standards and therefore are not to an adequate standard (units 3.01 and 3.05 reach the minimum standard, but only just). ii. The residential development proposals, whilst described as luxury, are considered overdevelopment of the site due to density and it is considered that fewer flats with better accommodation proportions would be welcomed. iii. There is inadequate residential mix within the proposals, which does not meet or fulfill local planning policy. iv. The ground floor layout drawing annotation describes one of the retail units as a “lounge/Lobby”, but the application indicates that there will be 4 retail units at ground level. v. The proposals do not provide for environmental sustainability mitigation, such as roof mounted solar panels and net biodiversity gai, such nesting boxes (such as swift nest boxes) and invertebrate nesting/habitat.

Observations: Noted that there is no provision for off street parking. It should be conditioned that the garden buildings (noting the scale of the proposed buildings at nos. 3 and 9) are not to be used for separate overnight accommodation or to be independently let.
